Information systems have become the company's operating system: when they derail, production, customer relationships and compliance derail with them. IT accounted for 10% of interim management assignments signed in the first half of 2025 according to the France Transition barometer, driven by two recurring triggers: migrations and programme recoveries.
An interim CIO is neither a consultant nor one more programme director. They take charge of the IT function with full executive authority: arbitrating the project portfolio, leading internal teams and vendors, committing budgets within the agreed scope. And they start within days, where recruiting a senior executive takes twelve weeks on average according to APEC, before notice periods.
When to bring in an interim CIO
A programme in trouble
An ERP migration that has doubled its budget, a stalled rollout, an integrator that has stopped delivering. Programme recovery is one of the two main reasons companies call on an interim CIO. The useful reflex is not to add resources but to retake command: rescope, renegotiate with vendors, restore a governance that actually decides.
A vacant seat
The CIO leaves, and with them the memory of architecture choices and contracts. The interim CIO holds the function, secures operations and vendor commitments, and documents what was never written down, which finally makes the role transferable to a successor.
Transforming the core
Moving to the cloud, rebuilding the legacy core, turning the company's data into an asset, integrating the systems of an acquired business. These programmes commit the company for ten years and leave no room for learning on the job: they justify an executive who has already led the same shift elsewhere.
Cybersecurity and continuity
After a major incident, or under tightened regulatory requirements, NIS 2 first among them, remediation cannot wait for a permanent hire. The interim CIO installs the remediation plan, risk governance and the dialogue with executive management and insurers.
Typical interim CIO assignments
Each mandate is built to measure at the framing stage, but the same chapter headings come back from one assignment to the next:
- Take over and recover a critical programme: rescoping, milestones, renegotiation of integration contracts
- Run the IT function day to day: operations, budgets, internal teams and outsourced services
- Lead a migration: ERP, cloud, application consolidation after an acquisition
- Structure the data estate and prepare AI use cases on sound foundations
- Raise the cybersecurity baseline and bring compliance under control
- Prepare the arrival of the permanent CIO: target organisation, roadmap, documented handover
The handover is not an end-of-assignment formality: on a scope this technical, it is prepared from the first weeks, by documenting architecture decisions and contractual commitments.
The Bloomco approach
We select interim CIOs from a community of 6,000+ independent consultants and interim managers, on evidence rather than rhetoric: comparable programmes seen through to the end, and client references we check before any profile is put forward. Sector proximity matters; experience of the situation is decisive.
You frame the need with your leadership and an account manager, we present two to three profiles within days, and an engagement letter sets objectives, scope of authority and milestones. A Bloomco lead then follows the assignment through to handover. Our Paris, Lyon and Lille teams serve large enterprises and mid-market companies, working closely with our IT and organisation consulting practice.
Frequently asked questions
Interim CIO, IT services firm or programme director: which to choose?
An IT services firm brings delivery capacity; a programme director runs one project. The interim CIO carries managerial responsibility for the whole function: arbitrating across projects, leading the teams and committing the company. It is the right format when the problem is bigger than a single project. Our guide to interim management covers these distinctions.
How quickly can an interim CIO start?
A few days to two weeks from first conversation to arrival on site: qualification, presentation of profiles, interviews, framing.
How much does an interim CIO cost?
The France Transition barometer puts the market's average billed rate at €1,333 per day excluding VAT for the first half of 2025; at Bloomco, executive functions range from €1,500 to €1,800 per day. Detailed ranges are in our day rate barometer.
How long should you plan for?
The market average runs around seven months according to France Transition, and beyond eight months excluding bridge assignments. Programme recoveries tend to sit at the top of that range.
